I’ve noticed a couple of weird happenings with Windows Server 2003. It’s really peculiar. It’s the second time I am facing this problem which happens automatically (i.e. with me doing nothing to cause it) and after a long duration of using the machine.

So what are the symptoms?

  1. When you browse the network, the domain you are on is empty. You can’t see any other machine on the domain.
  2. Other machines cant see you on the network
  3. You cant access fileshares on other machines. Trying to access \\ComputerName brings up the error “The network location cannot be reached”
  4. Others cant access file shares on your machine (needless to say others cant even see your machine).

This is the second time this happening to me, the last time was about 9 months back, and then I sorted out the problem by reinstalling. This time I am somewhat determined to trace out what is wrong. Did a little fiddling around and noticed that the NetBt driver doesn’t seem to be loading. The System Log shows the following error amongst a whole bunch of DCOM errors.

Event ID: 4311

Source: NetBT

Description: Initialization failed because the driver device could not be created.

Anyone come across this before? And yes I’ve already seen this & this, but this is Windows Server 2003, and those recommendations aren’t very relevant.

I realize this has been dead for quite a while, but it's still high up on Google.

I had this exact problem, and I couldn't figure out a fix aside from reinstalling. Since the protocol is NetBIOS over TCP/IP, I figured the TCP stack was corrupt. So it occurred to be to try this:

netsh int ip reset c:\reset.log

And I was back in business after a reboot!

I had same problem with Xp and this fixed it good. Thanks for posting this command: netsh int ip reset c:\reset.log

This fixed my 2003 Ent. Server. Was having event 1030 and 1058 GPO errors, and the netbt error as well.

This really helps me!
My server crashed due to HDD failure and on restarted, NetBT is disabled in ipconfig.
Setting registry values didn't help.
Only "netsh int ip reset c:\reset.log" helps extend the life of me.!
